I shall be glad, therefore, to receive your approval of the utilization of the surplus for increasing the number of scholarships to be granted in the next few years. The exact details of the proposals set out in the Colonial Secretary's letter of 28th October, 1938, have not yet been accepted by the University but if you approve in principle the scheme finally agreed upon will be reported in due course.
